The local public policies focused on women have stopped meeting their needs with a multidimensional approach to achieve the integral development because the public actions have focused on Having, but not on the Being of people, as an existential category of human needs, fundamental to change self-esteem, negative thoughts that stop women's participation in political issues and empowerment by taking action that promotes development.
In the local public spaces of the two municipalities, indigenous women are the ones with the highest participation because they belong to the majority group; besides, because they are the ones with the greatest opportunities due to they have better economic conditions; therefore, they are the ones who possess the Power.
