Leneka Terika Scott (née Rhoden) is an Environmental Management Specialist with experience working across the Caribbean region on environmental sustainability, focusing on biodiversity and energy conservation. She is experienced in renewable energy structures and biofuel production, developing marine protected area frameworks, creating ecosystem management plans, and managing projects that cater to institutional development and sustainable funding of regional environmental agencies. Through her work at the Ministry of Science, Energy, Telecommunications, and Transport (MSETT), Jamaica, she has been instrumental in developing the Electric Vehicle Policy and the Energy Efficiency and Conservation Policy for Public Buildings, promoting the transition to renewable energy and enhancing the country's energy resilience.
Leneka serves as the Caribbean Regional Coordinator for the High Seas Alliance (HSA) and is an Advisory Board Member of the Deep-Ocean Stewardship Initiative (DOSI). Her responsibilities involve promoting the ratification of the Biodiversity Beyond National Jurisdiction (BBNJ) Treaty and reviewing critical policies related to ocean governance, focusing on integrating science, policy, and law to protect marine ecosystems both within and beyond national jurisdictions, fitting into the climate change framework.

Leneka holds an Honors BSc. Degree in Marine Biology and International Relations and is currently pursuing an MPhil/PhD in Environmental Biology (Renewable Energy) at the University of the West Indies, Mona (UWI). A Chevening Scholar and IAEA Marie Sklodowska-Curie Fellow, who completed her Master of Laws (LLM) in Energy and Climate Change with Distinction from the Queen Mary University of London. She also completed her MBA and Master in Project Management at the University of Isabel I, and also holds Project Management certifications from the Inter-American Development Bank (IDB), the University of the Witwatersrand in Johannesburg (South Africa), and the University of Adelaide (Australia). Additionally, she has post-graduate training in Law and Policy from the University of Bradford (United Kingdom) with specializations in Global Changes, Climate Change, Energy, and Bioremediation.
She is an Academic Author, with published book chapters covering subjects such as Climate Change, Marine Ecosystems, and Energy. Her contributions have been published by renowned publishers such as Routledge.
